License Patch is a patch to update your Pro Evolution Soccer 2017. License Patch works great with Online Compability but it doesn't add new league like Bundesliga in offline mode, however you can add / manually edit  EDIT00000000 file to get new team or league. The patch is simple and it's not really big.
